MISSION
The Fiscal Policy Commission is an independent fiscal body of the Republic of Croatia whose main goal is to ensure mid- and long-term sustainability of public finances, that is, of the state’s fiscal policy in its entirety.
VISION
Recognizing the Fiscal Policy Commission as an independent, expert and highly professional institution whose primary role is to act in the public interest, through unbiased and efficient monitoring and promoting transparent and open fiscal sustainability, and thus contribute to the prosperity of both the Republic of Croatia and the European Union.
OBJECTIVES
The general objective of the Fiscal Policy Commission is to perform the tasks in line with the Fiscal Responsibility Act which concerns the improvement of the state’s public finances system.
The Commission’s specific objectives derive from:
- strengthening the Commission’s role in fulfilling fiscal rules and enhancing public visibility of the Fiscal Policy Commission
- strengthening infrastructural capacities
- strengthening administrative capacities
- strengthening analytical capacities
VALUES
The fundamental values, as a precondition and the starting point for the Fiscal Policy Commission to perform its tasks and activities, result from its recognizability achieved through:
- independence and autonomy
- transparency
- responsibility and reliability
In their work, all the employees and members of the Fiscal Policy Commission should endeavour to directly contribute to the quality of work of the Fiscal Policy Commission, while respecting the fundamental values related to:
- professionalism and integrity
- responsibility and reliability
- ethical behaviour
Independence is reflected in the Commission’s independent and objective conduct toward political subjects and other external groups and factors, and the fact that it is not susceptible to any circumstances or influences that might compromise professional judgement and neutrality in work. The Commission’s independence implies functional and organizational independence necessary for performing its tasks as well as financial independence by ensuring sufficient means for acting in accordance with the competences of the Commission Office.
The fact that the Commission works as an independent and autonomous body demonstrates its independence. The establishment of the Commission and its competences are regulated by law, but the Commission is independent in planning the funds necessary for its work and in distributing and managing the available funds.
Transparency implies respecting the principle of openness, integrity and clarity in performing the Commission’s tasks. Transparency means being open to the public and other entities as well as making available all the information gathered by the Commission in relation to the results, processes and the values it represents, which also makes it easier to supervise the Commission’s activities.
Professionalism implies a professional and competent approach to work, which includes a qualitative and quantitative application of the adopted standards, experiences and skills as well as constant training and learning through work. Professional conduct means respecting legal and other regulations and avoiding behaviour that might jeopardize the Commission’s reputation.
Integrity is reflected in respectful and trustworthy acting in the public interest. The employees of the Commission Office must fulfil their duties and use their authorities, information and available resources exclusively in the public interest, and they are expected to behave flawlessly and ethically.
Responsibility and reliabilitymeans that the Commission performs its tasks diligently and honestly, independently and neutrally.
Ethical behaviour concerns all the employees of the Commission Office in how they personally approach work and their relationships with the co-workers, which includes: integrity, efficiency and readiness to assume responsibility for one’s own work and strive to meet the common goals.
